That error seems to indicate that there may be a damaged or corrupted file in your system. The fix may not be so easy Account Control may bypass it but there may be more work needed.

You could try the MS fixit tool located here.get the tool you need for that select 1: Windows 2: Install or Upgrade software or hardware Install or Remove Programs. 3: Will be the first item listed in the box below.Or you may need to run a system file check. That can be done from the command prompt. If you cant locate it type CMD in the search box. Right click on it and select Run as Admin. In the prompt type the following commandsfc /scannowThis will run a legthy scan on your PC and attempt to fix or repair any corrupted files. I upgraded my Windows 7 Pro to Windows 10 Pro and for the longest time after the update I kept running into installation/upgrade issues with various applications includingiTunes, Skype, etc. The event log would show that the installer errors out for various but one of the common errors would be 1603 or 1602 etc. I was just living with an older version of iTunes.

The problem seemed like some sort of permissions issue butI don't fully understand Window's permissions on the various folders.So searching around I ran into this tool from the to repair a windows installation and so I downloaded their free version and ran it and to my surprise it fixed the problems. The program runs a bunch of different Microsoft tools to fix-up your Windows installation and some of these toolstake a while to complete. I think on my system, the tweaking program ran for 2+ hrs in safe mode. But one of the areas it 'fixes' is to set all the default permissions to the various folders (Program Files, Windows, etc.).

I don't know why my system wasmessed up and can only assume it was the 'windows 10 update' that didn't handle things well but the tweaking tool fixed it for me and now I'm able to install all of the problem programs.The tool is also real good at telling the user (and providing an interface) to 1) backup their registry, and 2) create a save point in case things go badly.' WoW64 lets you run 32-bit programs in a 64-bit Windows environment. It is built into the Windows operating system and does not require additional installation. XP Mode was a feature of Windows 7 Professional, Enterprise, and Ultimate, that allowed you to run the more popular at the time Windows XP in a virtual machine. Virtual Box, or any virtual machine software (VMWare is another example) allows you to install an operating system inside and run it inside of your primary machine. This would be arguable the easiest way to achieve your goal as you could simply install the software onto a 32-bit virtual OS. If you gave the VM 2GB of memory access, on a 32-bit install, it would run okay.

This is a more permanent solution, and shouldn't be done IMO unless you can't run the VM.
