The Ministry of Truth, which was in itself a moon from Oblivion, was chucked at Vivec (the city). Why or how is not known. Vivec (the person) stopped it with his divine powers. When Vivec's divinity finally waned and he disappeared, the dunmer figured out a way to keep it afloat by mass dunmer sacrifice.

(the same as the ingame name) The existence of two Dagoth Velos is often speculated that unused one was intended for a dropped fighters guild quest. Strangely, the unused Dagoth Velos has spells where as the used version is oddly limited to melee.Hrundi, a nord quest giver for the Fighters Guild branch in Sadrith Mora, was supposed to give a quest where the player was intended to kill Dagoth Velos in the Sanit sixth house base.

In the final however, Dagoth Velos appears in Yakin and is associated with a quest given by Skink-in-Trees-Shade at the Sadrith Mora Mages' Guild instead. This would account for the lack of a Dagoth in Sanit.Ascended SleepersA single unique Ascended Sleeper goes unused.Dagoth MalanDagoth Malan cannot be found in the game. His console ID is literally his name (space included) He was possibly meant for one of the many Sixth House bases scattered throughout Vvardenfell that lacks a unique Dagoth.Corprus StalkerThere is a single Corprus stalker not used in the game. The ID indicates it was supposed to be used for the 'Berwen's Stalker' fighters' guild quest. In the game however, a different Corprus stalker is used.

Interestingly, this specific Corprus Stalker only has 40 health as opposed to the 60 health of the used ones and its melee attack only does 1-5 damage as opposed to 5-15.ScribEven the Scrib has an unused version. It's not much different from a typical Scrib. Oddly enough, it's missing the paralysis spell even the most basic version of the Scrib has so it's limited to using melee. It seems it would have been involved in a quest of some sort as it has assorted types of dinner plates in its inventory. It would have probably been similar to the quest A Man and His Guar. The Tribunal were not gods, but rather just Chimer who stole power from the Heart of Lorkhan. Without the heart, their powers began to wane, and eventually vanished. It was the power Vivec stole that kept the Ministry of Truth from slamming into Vvardenfell all those years. As for Arkay, if he was a mortal before, he was Mer; the whole point of Talos banning is that he was a Man before. The High Elves have always considered themselves to be closer to the divine than Man, something which has caused them to vilify Lorkhan for the creation of Mundus, because it sundered them from the spirit plane.This is also one of the reasons why the Chimer broke away. It seems as though Bethesda attempted to tie in real life occurances to this game. They don't believe in the Tribunal and think they are just overpowered mortals. They also believe that the Divines always existed, basically they just have a different doctrine.It's obvious that Talos is real and that the Thalmor have incorrect beliefs, but that is part of how they are based off of a famous evil country in WW2, as they had false doctrines and science to back up their beliefs. Everyone who saw them thought they were outrageous and completely stupid, but THEY thought it was completely true and enforced it on everyone. The Thalmor are wrong - just go to any Talos shrine and activate it. Since Talos' shrines work like any other gods', he must be one too.

However, the Thalmor don't want to believe Talos is a god, and more importantly, by forcing the ban of Talos worship in the Empire, they've caused the Imperials to alienate themselves from the Nords, thus causing the civil war in Skyrim (which if I had to bet the farm on it, they did because they knew that banning the worship would surely cause the civil war - it seems the Thalmor are more in touch with Nordic culture than the Cyrodiilians are).
